Two places, depending on what you need. Hosted platforms give you a library of ready voices plus cloning behind an API — those are listed on this page. For weights you can run yourself, filter for open-source tools; several state-of-the-art TTS and voice-cloning models ship permissive licences.
Audio deepfake detection is far less mature than image detection. The practical signals are missing breath and mouth noise, unnaturally even pacing, and artefacts at word boundaries. For anything consequential, verify through the source rather than a detector score.
Cloning your own voice, or a voice you have written permission to use, is generally fine. Cloning a real person's voice without consent exposes you to publicity-rights and, increasingly, specific deepfake statutes. Reputable platforms require a consent recording before they'll clone.
Several tools offer a few thousand free characters a month, which is enough for testing. For unlimited use with no per-character cost, the open-source models listed here run locally on a consumer GPU.
